PHILIPPINE SOCIETY OF MECHANICAL ENGINEERS

Saudi Arabia Chapter

THROUGH THE YEARS…

The Philippine Society of Mechanical Engineers (PSME) was established in 1952 to maintain the integrity of the profession through the promotion of excellence in the practice of Mechanical Engineering.

As a technical organization, PSME aims to enhance Science and Technology in the Philippines in order to contribute to its economic growth.

Through gatherings, conventions and continued communications, the organization brings together Mechanical Engineers nationwide in promoting fellowship and camaraderie.

The contributions of PSME to the unending growth of the Mechanical Engineering profession and technological advancement in the country have made lasting marks as proven from the recognition accorded  by both  public and private sectors.

To continue maintaining the integrity of Mechanical Engineers, the Philippine Society of Mechanical Engineers was extended to Saudi Arabia with the birth of the Philippine Society of Mechanical Engineers – Saudi Arabia Chapter (PSME-SA) in 1990 with its base in Al-Khobar, Saudi Arabia.

PSME-SA was started with 46 founding members that has grown to more than 1358 members to date and with its existence of 24 years, several awards from the National Chapter were already been added to the chapter’s name. And adding to the chapter’s awards, excellent members have also garnered individual awards, the prestigious TOME (The Outstanding Mechanical Engineer) that is being awarded to Mechanical Engineers with exemplary performance in their field of practice.

The growing number of its members is attributed to the continuing professional education being extended to members and the constant introduction of new technologies through  meetings and conferences.

PSME-SA surely has grown and will continue to grow through the years

1990

We saw the dawn of creation of the first overseas PSME Chapter in Al-Khobar, Saudi Arabia. In September of 1990, PSME-SA was organized by 26 founding members led by then Charter and later the 1st Chapter President Dr. Eduardo P. Malagapo dedicated to promote brotherhood among migrant Filipino Mechanical Engineers and to enhance practice of their profession in the kingdom. Monthly meetings were held at the Philippine Embassy School in Al-Khobar, now International Philippine School in Al-Khobar (IPSA).

Amidst the looming Gulf war in the same year, PSME-SA went ahead with its initial chapter activities. As the Gulf crisis escalated rather swiftly, those who remained not only braced for the scuds but also strengthened their resolve for PSME-SA growth. The first oath taking and induction of officers was held at Fluor Arabia’s Oasis Restaurant on December 1990. They were determined to face the very adversary that challenged the chapter’s extraordinary existence.

1991

In June 1991, the PSME-SA marked a milestone its first midyear convention held at King Fahad University of Petroleum and Minerals Auditorium. The flame of hope and vigor rekindled in the commitment exemplified by the budding members who have drawn the future plans for the chapter’s continuous growth and development. The first AAGMM was held at Al-Nimran Hotel, Al-Khobar on November 1991.

1992

The leadership of Chapter President Jose Q. Reyes, PME laid the foundation for more rigorous PSME-SA plans in the coming years. Its Constitution and By-Laws were ratified. The member’s enthusiasm soared as technical, sports and other chapter activities went into high gear. During his term, membership growth has started to peak brought by the initial formation of coordinators. Likewise, potential members were tapped to lead various program and activities.

1993

Under Chapter President, Engr. Simeon P. Perez, the chapter reaped its rewards for hard work and unity and earned national recognition for performance par excellence. PSME-SA became the year’s Best PSME Chapter and its official organ, exPatSMEmo, won the Best Newsletter Award during the PSME’s 41st Annual Convention in Bacolod City. Membership campaign intensified with zone management and coordination. Appointed zone coordinators became the chapter’s main outreach heralds to widely scattered constituents throughout the Eastern Province. Before year-end, the chapter surpassed its growth target of 200 members.

1994

The year under Chapter President Engr. Napoleon M. Lusica, was a fruitful one. Membership development efforts intensified as more projects were launched including the Chapter Management Information System (CMIS), Technical Committee on Research and Devel-opment, and proactive Continuing Professional Education programs. The great impetus was the formation of the PSME-Western Region (WR) in Jeddah, the first autonomous provincial unit (APU) to break geographical barriers and expand PSME operations in remote areas. PSME-WR began with 41 members headed by APU President Engr. Nildo K. Tan, Jr. PSME-SA now totaled 340, way beyond the year’s target. In this years 42nd ANALCON held in Manila Midtown hotel on October 29, 1994, the PSME National honored the PSME-SA with two (2) service awards, the Most Out-standing Chapter President for Engr. Napoleon M. Lusica and Most Outstanding Chapter Publication for exPatSMEmo.

1995

PSME-SA sparkled in the continuing tradition of excellence in PSME operations. Under Chapter President Engr. Efren R. Reyes, PSME-SA remained undisputed in the ex-PatSMEmo as the best Chapter Publication, which is indeed one of the Chapter’s most effective tools for membership information drive. It also regained the coveted title as the Most Outstanding PSME Chapter, and in addition, prided itself as having the Most Outstanding PSME Committee Chairman in the person of Engr. Renato L. Carrera of the Committee on Technical Affairs. Gearing towards membership growth, the chapter recorded a total membership of 350, the highest during its 5-year operation. In line with the year’s theme “Do the right things right the first time”, the 1st Operating Plan was developed and implemented that served as instructions for periodic accountability and reporting by various committees. In addition, the Chapter’s Policy Manual was first drafted to govern operating guidelines within the Chapter.

1996

This year, 1996, is another memorable chapter in PSME-SA history, with Chapter President Engr. Ransam S. Pirote. the chapter still wears its laurels, thanks to exPatSMEmo, this year still unrivaled Most Outstanding Chapter Publication. The road ahead though is becoming bumpy again more than ever. PSME-SA knows for every uphill there is a downhill. To reach the apex of growth, we must shed some burden of success, that which hampers our self-realization. For reality always changes, so must our understanding of the things we expect. In this rapidly changing world, where main-stream global growth and development has become the yardstick of our own survival, we must not hesitate to interface and engage with the global network. Let us not forget the basics. They remain the foundation upon which we start to grow and upon which we build our chances to face the changes at challenge our extraordinary existence’.

1997

With Chapter President, Engr. Carlito E. Alpay, who was conferred the Presidential Award for Exemplary Leadership, there is another milestone to remember for the PSME-SA. It is the first RME and PME exams, the first time it was conducted outside the Philippines, which won the Most Outstanding Chapter Project. This was held under the leadership of Past President Jose Q. Reyes, Committee Chairman on PME/RME Pre-Board Review and Licensure Examination, as member.

The chapter continue to receive its crown for winning, its 5th straight time, the Most Outstanding Chapter Publication –exPatSMEmo. In addition to this year’s events, the laureates were also bestowed on our Charter President, Dr. Eduardo P. Malagapo, the PSME Fellow Award, and PP Jose Q. Reyes, the Most Outstanding Committee Chairman, all from the National Chapter Awards Office. A special award was also given, 201 File Award, an award for prompt and complete submission for membership personal file to National Chapter.

Final conclusion of this year was the celebration of the 7th Anniversary and Annual General Membership Meeting (7AAGMM) under Committee Chairman Engr. Reynaldo B. Castillo, with its theme “PSME Focus – Globalization of Home Grown Technology for the New Millennium.

New equipment was purchased, to improve the quality and timeliness of publications, record keeping and information dissemination. At the same time, three (3) new activities were added, such as the Scholarship Foundation Program, Personal Development Program and PSME-SA Guidebook.

2002

The year was quite literally, a balanced year for PSME-SA. Under the leadership of Chapter President Engr. Benjamin C. Cesora, the society planned and successfully staged several events.

The first PSME-SA Membership Meeting was held last February 15 at the Park Hotel, Al-Khobar followed with a technical presentation. Under this year’s Specials Projects Program, an HVAC Upgrade Course Seminar was held at the Philcosa from March 29 to August 16.  This project was initially conceptualized by the incumbent president two years ago in collaboration e with the years 2000 and 2001 leadership, but was finally staged this year.  By May 31, the second Membership Meeting was held at the same venue and awarded a Plaque of Recognition to IPP Rex C. Catubigan for his continued support to the PSME-SA. By June 28, a Technical Symposium with the theme “The Role of Mechanical Engineers in the Information Technology” was held at the Dhahran International Hotel.  New members were sworn in during the symposium.  Sports being a material component of each and every member of the society and in order to reach out to other professional organizations in the Eastern Province, PSME-SA participated in the 2002 InterProfessional  Sportsfest and placed 1st Runner-up in the overall standing with the basketball team emerging as the champion.  This was followed by the society’s very own First President’s Cup held from September 11 till October 12, 2002 and was participated by the sports-loving members.  The players were grouped in two – Al Khobar group and Dammam group, with the Al Khobar group emerging as the winner.

And embracing globalization, PSME-SA sponsored the formation of PSME-SA & Friends  Toastmasters Club and held the chartering ceremony at the Park Hotel, Al Khobar on August 2, 2002. Toastmasters International is a worldwide club organization which offers to provide mutually supportive and positive learning environment  in which every member has the opportunity to develop communication and leadership skills to foster self-confidence and personal growth.   The club is also open to all overseas Filipino workers.

2004

It’s a marvelous year for the PSME-SA Chapter! The year were filled with anxieties and challenges yet complimented with zealousness and commitments of the 2004 Board of  Directors. In spite of the declination of the membership growth & retention, the Chapter has survived & accomplished the following: a. Reactivated the Yearbook; b. Retained the PPO Sportsfest Overall Champion; c. Conducted Short Courses & Management Seminars; d. Reactivated the Linkpage & exPatSMEmo; e. Initiated contribution to Sagip Buhay Victims in the Philippines; f. Endorsed TOME awardee, Engr. Murry F. Demdam, g. Special Philippine Licensure Board Examinations With the above and through the leadership of President Gene A. Rivera & the 2004 BODs, earnestly request every member  to come out & actively get involve in any activity of the chapter. We hope that PSME-SA will continue to serve & will continue to exist as long as there are still Filipino Mechanical Engineers in the kingdom. Congratulations to the 2004 Administration & the PSME-SA!.

2005

A recipient of Special Professional Licensure Board Exam (SPLBE) in 2001, Engr. Edmar D. Suguitan was the first product of such kind who became president of the chapter; continued with pride the vision and mission of the organization by creating new activities like his pet; Members Medical Consultation which were done every Mem-bership Meeting with Doctors and Nurses from different Hospitals in the region were a success. The Members Employment Assistance Committee was also conceived. The revival of the Ladies Circle through the First Lady Mrs. Miriam L. Suguitan has added spice to the well-attended Membership Socials quarterly. The annual sports activity with the Philippine Professional Organizations (PPO-SA) was ruled out to “Status Quo” verdict after some events were declined to be played; PSME-SA remained the Defending Overall Champion. Chaired by Engr. Ransam S. Pirote; Reintegration Program seminars were prime activities during weekends in the fields of Photography, Accountancy, Entrepreneurship and others. Besides, Alternative Energy was at the height of global concern, thus the 13th Technical Symposium’s theme was “Power Generation & Quality Management” was timely, held in Carlton Moaibed Hotel on 15 July 2005, while the 15th Anniversary & Annual General Membership Meeting was held at Le Gulf Meridien Hotel on December 09, 2005 with its theme “PSME’s Role Towards Global Energy Management & Environment Protection” respectively. A year term for the unfatigueable President was not enough to carry out all what he has in mind, yet he has been so particular with the events that were calendared. Amidst the President’s problem with the host’s immigration office, still the chapter has its laurels as it receives the “Plaque of Recognition” as finalist for the “Best Chapter Award” category during the 53rd PSME Annual National Convention rites held on October 25-28, 2005 at the World Trade Center, Manila; also Engr. Ransam S. Pirote received the; “The Outstanding Mechanical Engineer” (TOME) Award in the field of “Community Service”. All of these because of the collective support of Committee Chairmen, BOD members and the general membership, which was once again displayed! Through the years; PSME-SA you won’t let us down!

2006

Engr. Samson “Sammy” C. Guevarra, a graduate from the Cebu Institute of Technology and a native of Bacolod City became the 16th PSME-SA president for 2006. Sammy was a member of the first RME Pre-Board Reviewer in 1997 and Technical Speakers of various Technical Symposium, a VP Technical Affairs in 1999, and VP Internal Affairs in 2005 before becoming the 2006 PSME-SA President. It was in his administration where the PSME-SA participated in the Classroom Galing sa Mamamayang Pilipino Abroad or (CGMA). PSME-SA was able to donate a two (2) classrooms in a one story building at M. SAPA ELEMENTARY SCHOOL in Sta. Maria, Bulacan. The Ground breaking ceremony was held last 21 Dec. 2006 and the school is now fully occupied and operational. It was also in this administration where the PSME-SA found a permanent home. Sammy in kindness utilized his Alkho-bar home as the new PSME-SA headquarter. The new HQ was free of rental during his administration.

It was on this year that a three months pre-board review was performed and headed by himself to no avail when the PRC Chairperson disapproved the holding of the Board Examination in all levels (RME/PME). It was also in this year that PSME-SA did not participate in any national awards. Sammy was the selected representative to the 54th Annual Convention held in the World Trade Center in Pasay City from Oct. 24-26, 2006.It was on this year when the the controversial Oct. 2006 election happened wherein two Presidents disputed for the position of 2007 PSME National President. PRC had declared Engr. Vic Vosotros as the legitimate 20007 PSME National President while the loser Cleofas Maceda created her own faction  and took over the PSME National HQ in Scout Bayoran, Quezon City and held their office there up to the present.Sammy’s Oil And Gas prowess was exhibited in this convention when he made a big debate on the PNOC Malampaya Gas utilization as well as the Ethanol technical issue against the Dept.of Energy group of Sec. Angelo Reyes. PSME-SA was well represented in the 54th Analcon especially in the Oil and Gas Sector of the seminar.

2007

The year 2007 was indeed another great year for the PSME-SA, wherein various activities and programs designed to every member’s personal enhancement and technical development were accomplished. Technical developments through the supports of highly trained Mechanical Engineers in their field of specialization and personal enhancements through the PSME-SAs Toastmasters Club. PSME-SAs commitment to the development of every member resulted to the realization of the Special Professional Licensure Exam (SPLBE) after four long years through the untiring efforts of its chairman, PP Murry Demdam given on December of 2007, in collabo-ration with the PPO-SA (Philippine Professional Organization – Saudi Arabia with members PSME, IIEE, PICE, PICPA, IECEP & MBAP). SPLBE 2007 was a great success where hundreds of engineers (mechanical, electrical, civil) and architects took their challenge to pass the Licensure Exams given in Al-Khobar and in Jeddah. Another big highlight of the SPLBE 2007 was the Professional Mechanical Engineering exam, where aspirants from Al-Khobar and Jeddah faced their challenge too with their first interviews with the chairman of BME, Hon. Alfredo Po and his member Engr. Jovencio Palisbo.

2007 also made way for the PSME-SA to retain its prowess in the Inter-Professional sports festival by garnering the most number of wins to be the Overall Champion in the 2007 PPO-SA Sports Festival. The President, with the support of the Board of Directors, in support to the Filipino Community in Saudi Arabia, also made its first in the holding of the Interschool Public Speaking Contest designed to encourage the Filipino youth to enhance their talents in public speaking. With the aid of the Toastmasters Clubs in Al-Khobar, the contest made its debut a success with the participation of different schools from Riyadh and Al-Khobar. Unity and Professionalism is what made PSME-SA proud and the year 2007 was made to a great success because of this. The President, Engr. Edwin M. Marcos, wishes to thank the Board of Directors, the Past Presidents, the members and of course the supporters of this prestigious organization for making 2007 a great success for PSME-SA.
